As a result of the international tender, Riga Airport has selected winners in all four lots for the management of passenger terminal commercial space. The new international partners will take over operations from 1 January 2027, when the current contract with SIA "TAV Latvia" expires.

The contracts have been concluded in accordance with the requirements of the Public-Private Partnership Law and provide for long-term cooperation, including after the planned expansion of Riga Airport's passenger terminal. This means the private partners are taking on not only the terminal's current commercial potential, but its future potential as well.

PPPA's Perspective

The Riga Airport deal confirms that large-scale PPP projects are fully achievable in Latvia in the context of infrastructure commercialisation as well — not only in traditional road or building construction.

The transaction structure — a long-term private operator responsible for investment, service quality, and commercial risk — is the classic PPP model, which creates stable value for both the public and the private partner.

This precedent strengthens the argument PPPA is advancing in the National AI Strategy: the PPP model is suited not only to physical infrastructure, but also to the modern deployment of services and technology in the public sector.
