AI Regulatory Sandbox

Process-as-Code platform selected for Latvia's AI Regulatory Sandbox.

PPPA's Process-as-Code project was selected through a competitive process to participate in Latvia's AI Regulatory Sandbox — a supervised environment where AI solutions are tested and validated by competent state authorities before wider deployment.

We invite public institutions, municipalities, private companies and EU institutions and bodies to submit their business process algorithmisation projects for Proof-of-Concept development and validation within the Sandbox.

What is Process-as-Code?

Process-as-Code is an approach to expressing organisational processes and decision-making logic in a machine-readable form — enabling AI to safely support decision-making in a structured and auditable way.

Within the AI Regulatory Sandbox, PPPA — together with Latvia's AI Centre as coordinator and specially engaged competent state authorities — will validate AI decision quality using real public sector data.

One key benefit is the multiplier effect: once formalised, processes become reusable across multiple organisations, reducing dependence on individual knowledge and staff turnover.

The platform enables organisations to:

  • Structure internal processes in a format AI can read and apply
  • Codify decision logic — criteria, exceptions, escalation paths
  • Integrate regulatory requirements directly into process steps
  • Maintain version control and audit trails for AI-assisted decisions
  • Keep humans in control — AI prepares and recommends, people decide

PPPA invites public institutions, municipalities and companies to join Latvia's AI Regulatory Sandbox

…by algorithmising and testing their processes using the Process-as-Code approach.

In most organisations, a significant share of processes, decision logic and institutional knowledge remains locked in documents, internal guidelines or individual employees' experience. This limits automation, complicates AI adoption and creates high dependency on specific people.

Process-as-Code transforms organisational processes into a machine-readable, auditable form — creating a structured foundation for safe and transparent AI use.

Partnering with PPPA allows organisations to experiment with next-generation AI solutions within an official regulatory framework, alongside regulators, domain experts and technology partners.

Partner organisations gain the opportunity to:

  • identify processes suitable for automation or optimisation;
  • reduce administrative burden and processing times;
  • improve decision consistency and traceability;
  • prepare for EU AI Act compliance requirements;
  • build reusable digital process libraries and knowledge bases;
  • validate AI solutions in a safe, controlled environment before wider rollout.

Important: participation in the Sandbox is free of charge. Testing takes place under regulatory supervision — not in live operational mode. Personal data processing is overseen by the Data State Inspectorate (DVI).
