Nadella's core thesis: this is not just another platform shift. For the first time in history, humans and digital systems can form a cognitive interaction in which knowledge is accumulated, algorithmised and continuously improved.
In his framework, every company must build two types of capital: human capital — knowledge, judgement, relationships, mental models — and token capital — the company's own AI capabilities, which it develops and owns.
The decisive principle: human capital does not become less valuable as token capital grows. On the contrary — human direction is the driver of token capital's growth. Without human direction, there are only computations spinning in circles.
Nadella clearly warns against dependence on a handful of dominant global models. If all the value created by AI becomes concentrated in a few systems that absorb everything they see, that is not a socially tolerable outcome. Just as entire industries were wiped out in the first wave of globalisation, in the AI era there is a risk that the accumulated knowledge of companies and states will be commoditised from the bottom up.
The sovereignty test, according to Nadella, is simple: can an organisation switch out a "generalist" AI model without losing the "company veteran" knowledge embedded in its learning system?
PPPA's Perspective
Nadella describes this symbiosis as a process in which an organisation converts its workflows, domain knowledge and accumulated judgement into AI systems that improve with every use. This symbiosis becomes the organisation's new IP.
This is precisely what Process-as-Code does for the public sector. An institution that has converted its processes into a machine-readable, algorithmised form builds its own "token capital" — and unlike a commercial enterprise, in the public sector this accumulation of knowledge ensures continuity regardless of staff turnover.
The sovereignty test Nadella poses aligns with what PPPA proposes in the National AI Strategy: every institution must be able to change its AI model without losing its algorithmised processes, standardised documents and machine-readable contracts. That is digital sovereignty in practice.
