The new AI agent economy opens up radically different ways to monetise digital content using MCP (Model Context Protocol). One option is to set a micropayment for each unit of information provided: a single data request, a single MCP tool call, or a single calculation.
Depending on the specifics of an organisation, such MCP-based services might include verification of a company's or a representative's authority, address validation, document analysis, a legally significant attestation, or another auditable digital output. AI LV Exchange — PPPA's AI Sandbox interoperability component — now extends trusted MCP service exchange with a monetisation capability.
From a trusted connection to a full transaction
AI LV Exchange's original purpose remains unchanged. It is an environment where organisations' AI agents can find a service, verify the identity of the node and its operator, determine on whose behalf the agent is acting, check its mandate and access conditions, securely call an MCP tool, and receive a structured, auditable result.
Now a further capability has been added to this process: setting a price for a service and settling payment within the same MCP request. This allows a node operator to simultaneously publish free tools, tools already covered by an existing contract or subscription, paid tools with a fixed price per call, and services priced according to volume or task complexity.
Monetisation does not become a mandatory condition of AI LV Exchange participation — it is an additional option for organisations that wish to offer their data, calculations, or digital services beyond previously agreed bilateral integrations as well.
How x402 works
The AI LV Exchange monetisation profile is built on x402 — an open payment standard that uses the previously little-used HTTP status code 402 Payment Required. An agent calls a paid MCP tool; the server does not return the result immediately, but sends a machine-readable response:

The agent checks the price against the payment mandate granted by its owner. If the transaction falls within the defined limits, it attaches proof of payment and repeats the request. After the payment is verified, the server executes the MCP tool and returns the result — without a separate settlement API, a redirect to a payment page, or an account with each individual service provider.
More than a payment — a trusted transaction
AI LV Exchange combines several elements within a single transaction: MCP provides the service call, MCPF provides node identity and trust level, DID/VC provide verifiable identity attestations, the agent's mandate provides authority and limits, x402 provides pricing and settlement, and the audit trail provides proof of the transaction.
An agent's payment mandate can specify, for example, no more than €0.10 per call, no more than €5 per day, only specific AI LV Exchange participants, only specific categories of MCP tools, or human approval above a defined threshold. The payment decision is not made by the AI system through free interpretation — it is determined by an algorithm that checks the price, the recipient, the agent's mandate, and the trust conditions.
In the B2B model, each participant controls its own payment resources. For example:
Each Exchange participant can be both a buyer and a seller of digital services. PPPA does not hold participants' funds, does not move them, and does not make payments on participants' behalf — the buyer and provider of a service settle directly, using a regulated payment or crypto-asset infrastructure provider of their own choosing. The same architectural logic applies to both data and financial resources: they do not flow through a central exchange point, but move directly between the parties to the transaction.
Why EURC
In AI LV Exchange's production settlement profile, EURC on the Base network is the initial target asset — service prices and company accounting in Latvia are denominated in euros, the settlement asset is pegged to the euro, no continual USD/EUR conversion is required, and Base enables small payments with low network costs. In the technical test environment, a test network and test assets with no real financial value may be used; in production, each participant is solely responsible for its own company accounts, wallets, records, and regulatory compliance.
A new market for digital services
This kind of infrastructure allows organisations to monetise far more than a traditional API — company and personal data checks, document analysis, address validation, legally significant attestations, datasets and individual records, AI model calls, specialised calculations, document preparation, computing resources, and digital outputs with guaranteed provenance.
This is especially significant for smaller service providers and public sector institutions. Until now, even a valuable API or data resource often went unused, because every new integration required a sales process, a contract, an account, a settlement system, and technical implementation. With MCP and x402, a service can become discoverable, verifiable, callable, and payable within a single machine-readable process — this aligns with PPPA's direction toward reusable, scalable AI infrastructure for the public sector, which we have also put forward in our proposals for Latvia's National AI Strategy.
An open international standard
On 14 July 2026, the Linux Foundation announced the operational launch of the x402 Foundation. Coinbase transferred the x402 protocol to neutral, open governance, and more than 40 payment, financial, and technology companies have joined the foundation, including Coinbase, Cloudflare, Circle, Visa, Mastercard, American Express, Stripe, Adyen, AWS, and Google. The standard is being designed to support various payment types in the future — from stablecoins to traditional payment cards — without dependence on a single provider.
The AI LV Exchange monetisation profile is being built in line with this open international direction, while adding a component that the payment standard itself does not need to address — verified organisational identity, and the agent's authority and trust policy.
A request becomes a transaction
MCP allows AI agents to access other AI systems' data. Trust infrastructure allows verification of who owns these tools and on whose behalf their users act. x402 adds the missing economic element — the ability for a digital service to declare its price and be paid within the request itself. As a result, an MCP tool call is no longer merely a technical integration — it can become a full digital transaction with a known buyer, a known seller, a verified mandate, a clear service, a price known in advance, direct settlement, and an auditable result.
Accordingly, AI LV Exchange is building an environment in which AI agents can not only securely exchange information, but also create and exchange economic value.
