Process-as-Code is a way of expressing an organisation's processes and decision-making procedures in a form that artificial intelligence can safely use to support decisions.
PPPA, together with Latvia's AI Centre as coordinator and specially engaged competent state authorities, will validate the quality of AI decisions using real public-sector data.
Most organisations have already "digitalised" their processes — documents are stored in document management systems, decisions are made according to written guidelines, and compliance with regulations is checked manually. But this information is not usable by artificial intelligence: it is fragmented, non-standardised, and often locked inside PDF files.
For AI to provide meaningful support in decision-making, an organisation's knowledge and processes must be structured, versioned, auditable and machine-readable. Process-as-Code offers exactly that: a standardised approach to building such an environment.

Over a 3–6 month period, together with Latvia's AI Centre and the competent authorities, the quality of AI decisions is validated using real public-sector data, the boundaries of automated and semi-automated decisions are explored, and the AI trust chain is mapped from algorithm to specific decision.
