The use of PPP approach is characterized by unloading state and municipality budgets from big credit obligations, because implementation and financing of the projects is at least partly entrusted on the private sector. At the same time within PPP projects state and municipality supervision is maintained by setting “service standards” and including them in contracts among public authority and private entrepreneur.
